Four legislative proposals from our city have been adopted by the National People's Congress
"I never expected that the voices from the grassroots like us would be adopted by the national legislative body. It gives me a great sense of accomplishment," Huang Yiping, deputy director of the Comprehensive Office of National Economy and Institutional Reform of Lishui Municipal Development and Reform Commission, said happily recently after learning that her suggestions had been adopted by the National People's Congress.
On April 30, the Private Sector Promotion Law of the People's Republic of China (hereinafter referred to as the "Promotion Law") was adopted at the 15th session of the Standing Committee of the 14th National People's Congress and came into force on May 20, 2025. During the public consultation on the Draft Promotion Law, the Lishui Municipal People's Congress Deputies Liaison Station, the first prefecture-level city-level national grassroots legislative contact point in Zhejiang Province, offered suggestions and put forward several legislative proposals to the higher authorities. After verification by the grassroots legislative contact point, four suggestions were finally adopted by the National People's Congress.
To vividly interpret the profound connotation of whole-process people's democracy, and to make suggestions come from grassroots practice and eventually become part of national laws, on January 17 this year, the Legal Work Committee of the Standing Committee of Lishui Municipal People's Congress organized a forum for soliciting opinions on the Draft Promotion Law at the Lishui Municipal People's Congress Deputies Liaison Station. This was also the first activity carried out by the station after it was designated as a grassroots legislative contact point of the Legal Work Committee of the Standing Committee of the National People's Congress. During the activity, responsible persons from relevant departments such as the General Office of the Municipal Government, the Municipal Public Security Bureau and the Municipal Development and Reform Commission, as well as representatives of enterprises and chambers of commerce, put forward revision suggestions on the draft law from different perspectives based on their respective functions and practices.
Among them, Huang Yiping proposed: "It is suggested to add 'strengthen the supervision over enterprise-related charging behaviors and resolutely correct illegal charging and arbitrary apportionment and other behaviors' in Chapter VI 'Service and Guarantee'. Because in addition to the problems of law enforcement inspection and punishment involving enterprises, problems such as illegal charging and disguised apportionment also have a great impact on the production and operation of enterprises, and it is necessary to strengthen supervision." The adoption of this suggestion in the Promotion Law is reflected in the third paragraph of Article 61: "No unit may collect fees from private economic organizations in violation of laws and regulations, impose fines without legal and regulatory basis, or apportion property to private economic organizations".
Wang Huawen, chairman of Zhejiang Ouyi Bearing Manufacturing Co., Ltd., and Zhang Zhaoyan, captain of the Economic Investigation Detachment of Lishui Municipal Public Security Bureau, suggested revising "regulate cross-regional administrative law enforcement behaviors" in the draft to "regulate cross-regional law enforcement and judicial behaviors". Their reason was that merely regulating cross-regional administrative law enforcement could not cover all situations where illegal cross-regional case-handling by state organs undermines the development of the private economy, so it was necessary to include all types of law enforcement and judicial case-handling activities of all state organs into the scope of regulation. Finally, their suggestions were also adopted by the Promotion Law and reflected in the corresponding provisions of Article 64.
In addition to the solicitation of opinions carried out by the Standing Committee of the Municipal People's Congress, the standing committees of the people's congresses of all counties (cities, districts) in Lishui also attached great importance to it, took the initiative to send letters to various units, and solicited revision suggestions from deputies to the people's congresses through the Zhejiang People's Congress digital application. Among them, Chen Yehui, deputy section chief of the Secretary Section of the Office of the Standing Committee of Songyang County People's Congress, and Chen Chaohui, deputy director of Songyuan Judicial Institute of Qingyuan Judicial Bureau, each had one suggestion adopted. "Through this activity, I learned that legislation is not only a national event, but also a matter around us ordinary people," Chen Chaohui said.
Relevant responsible persons of the Standing Committee of the Municipal People's Congress said that in the next step, they will continue to give full play to the role of the national-level grassroots legislative contact point as a "direct train for legislation, a bridge connecting public opinion and a propeller for the rule of law". They will not only submit the opinions and suggestions of grass-roots people and the typical experience and practices of Lishui's economic and social development, and strive to reflect Lishui elements and contribute Lishui wisdom in the formulation of national policies and laws, but also expand their functions to reflect the difficulties and pain points in the city's reform and development and the issues that need attention and support from the national level, strive to obtain national capital, project and policy support, and boost Lishui's high-quality development and construction of a demonstration zone for common prosperity.
